teams:

When someone constantly screws up, impeach them.

Representatives should never be able to impeach other representatives on their own team; that would mean one group of people cut off another group from the inner circle! Set up a process where it’s clear that a vote of all the coworkers represented by their representative, or a vote of another team, is responsible for impeachment.

However, impeachment by itself isn’t enough – you need term limits and other limits on individuals in official roles – because since people have the chance to impeach every day and don’t, it’s hard to get down to the actual decision to impeach today and not put it off until tomorrow.
